The Orissa High Court has ordered the Cuttack Municipal Corporation to move all the stray dogs from the National Law University of Odisha campus within 24 hours. The court has asked the municipal body’s commissioner to form a team supervised by the health Officer to carry out the relocation and submit a compliance report by August 30. The court made this decision in response to a public interest litigation filed by the university, claiming that the presence of the stray dogs posed a threat to the life of a first-year student with cerebral palsy and 65% disability. The university stated that the student had been chased and bitten by the dogs’ multiple times in the past month, causing anxiety and unstable blood pressure. The university argued that the dogs were not originally from the campus and entered from nearby areas. They claimed that normalcy would only be restored if the dogs were relocated to their original habitat. The court acknowledged that 15-20 dogs were involved in the attacks on the student and security personnel who came to his rescue. Both parties agreed that immediate action was necessary to bring back normalcy to the university campus.
