The Supreme Court has decided to launch and implement the Neutral Citation System, which will be uniform and reliable and surely will have a secure methodology for identifying and citing judgments and orders of the Supreme Court in a phased manner with effect from July 6, 2023.

According to the brainchild of CJI DY Chandrachud, the system of neutral citations is meant to make sure a uniform sample of mentioning all choices of the High Court and the Supreme Court. CJI Chandrachud introduced the release of this system in February this year.

The notice mentions that phase-I of the neutral citation shall cover the judgments and Orders mentioned at some stage in the applicable duration of 01.01.2014 to 05.07.2023 and 06.07.2023 onwards.

It also mentions that the “Neutral citation number of a case shall be given in this format – 2023INSC1[1]. I) The first four characters in 2023 are the YEAR of pronouncement of judgment, order;

II) The abbreviation INSC stands for the relevant court i.e., India Supreme Court,

 III) 1 is the seriatim number of the judgment, order.

Apart from this, CJI Chandrachud also launched the e-ESCR project the very same year, whereby we can find the digital version of all Supreme Court judgments online, which will be free access to all.

Also, the Publication of the notice brings much clarification to the news though. The notice mentions that the launching and the implementation of the neutral citation system at SC of India will be in a phased manner.

All the concerned authorities must take notice that the competent authority must launch and implement the uniform, reliable and secure methodology for the identification and citing of the judgments and orders of the SC of India known as the neutral citation system.

Phase-I should contain or cover the judgments and orders which were pronounced during the relevant period of 01.01.2014 to 05.07.2023 and 06.07.2023 onwards.

The neutral citation number of a case shall be allocated in this format – 2023INSC1 which resembles the year that is 2023 then comes the abbreviation INSC which will stand for the relevant court that is India SC and 1 is the seriatim number if the judgments order.

It is important to mention the judgments and orders for the aforementioned relevant period and also it should bear a neutral citation number and quick response that is QR code should be there on the top left corner of the first page of such judgments or orders.

Furthermore, there should be 5 spare copies with a request from the SC bar association and this should be displayed on the notice board of the bar association for the information of the members of the bar.
