The Delhi services bill is moving for the assent of the President to turn into law after the House of Commons voted in favor of it – 131 against 102.

On Monday night, the people who said ‘yes’ were more than the people who said ‘no’ in the Rajya Sabha when they voted for a bill that changes how Delhi is governed.

The bill is called the Government of National Capital Territory of Delhi (Amendment) Bill.

Home Minister Amit Shah introduced the bill in the Upper House and it is voted by 131 MPs in favor and 102 MPs opposed it.

Occasionally, the deep discussion on the Bill was seen by former Prime Minister Manmohan Singh being brought in a wheelchair to the Rajya Sabha.

The current status of the Delhi bill is that it has been passed by both the Lok Sabha and the Rajya Sabha, and is awaiting the President’s assent to become law. 

The purpose of the bill

The bill aims to give more powers to the Lieutenant Governor (L-G) and the Centre in matters related to the administration of the National Capital Territory of Delhi.

Contradictory

Delhi chief minister Arvind Kejriwal reacts to the passage of the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 by the Rajya Sabha, in New Delhi, and his party [AAP] who is the ruling party in Delhi, not like the bill at all and said that it was a very bad day for people’s rights when the bill was passed. It is opposed from the beginning and claimed that the passage of the Bill was a ‘black day’ for democracy.

They claim that it violates the constitutional rights of the people of Delhi and undermines the elected government.

The Delhi government challenged the bill in the Apex Court, but the court refused to keep it and referred it to a Constitution Bench.

The bill has sparked a political debate between the Centre and the state, as well as among various parties and experts.

Some argue that the bill is necessary to ensure efficient and corruption-free governance in Delhi, while others contend that it is an attempt to curb the autonomy and democracy of Delhi.
