To prevent unauthorized transfer of vehicle ownership, the Kerala Motor Vehicle Department has decided to incorporate the owner’s Aadhaar-linked mobile phone number in vehicle documents. This step aims to curb fraudulent ownership transfers without the owner’s consent, as reported by Mathrubhumi. Earlier, any contact number could be added to registration documents, but now, the Aadhaar-registered phone number must be used.

For various purposes, including ownership transfer, one-time passwords (OTP) will be sent to these registered mobile numbers. This initiative follows a petition submitted to the Kerala High Court, urging for Aadhaar verification to establish vehicle ownership and prevent fraudulent transfers.

The petitioner, a woman who fell victim to such fraud by her husband amid marital issues, pointed out several flaws in the ownership transfer process overseen by the State Transport Commissioner and the Central government, including:

– The Parivahan website allowed anyone with a copy of a vehicle’s registration certificate to change ownership details, even without a lien on the vehicle.

– Only OTP authentication was necessary, enabling the alteration of the linked phone number without the owner’s awareness.

– Lack of a mechanism to verify signatures in Form 29 and 30, raising doubts about authenticity.

On August 3, Justice Murali Purushothaman demanded responses from the Central government, the State Transport Commissioner, the Regional Transport Officer, and the petitioner’s husband. The judge remarked on the perilous situation and issued notices to the concerned Central and State authorities.
