About the Speaker
Mr. Vinod Zutshi, IAS (Retd.), belongs to the 1982 Batch of the Indian Administrative Service with over 35 years of distinguished experience at the District, State, and National levels. He superannuated in 2017 as Secretary, Ministry of Tourism, Government of India, and also served as Secretary, Ministry of Culture. Throughout his career, he held several prestigious positions including Deputy Election Commissioner in the Election Commission of India and Chief Electoral Officer, Rajasthan.
A significant part of Mr. Zutshi’s career was devoted to the field of Election and Democratic Governance. He served nearly six years in the Election Commission of India, playing a pivotal role in conducting major elections such as the 2014 Parliamentary Elections, Presidential and Vice-Presidential Elections of 2012, and several State Assembly Elections across India. Internationally, he was deputed as Election Expert to Jordan in 2013, appointed Secretary of the “Association of Asian Election Authorities,” chaired the Supreme Court-directed committee on NRI Voting, and represented the Election Commission of India at multiple global election management forums and conferences. He has also been appointed Special Election Observer in several key elections by the Election Commission of India, including Jammu & Kashmir, Tripura, Andhra Pradesh, Telangana, Delhi, and Punjab.
Academically, Mr. Zutshi holds a B.Sc. (Gold Medalist), an MBA from the Faculty of Management Studies, Delhi University, and an LLB from the Faculty of Law, Delhi University. He is also an alumnus of the Harvard Kennedy School, where he attended executive programs twice. Currently, he practices as an Advocate enrolled with the Bar Council of Delhi and works as a Consultant, Advisor, and Resource Person in the domain of Election and Democratic Governance. Widely traveled across the globe in official capacities, he brings with him a wealth of national and international experience in public administration, electoral reforms, and democratic governance.
