Uttarakhand to be the first state in country to implement UCC
As per the chief Minister of Uttarakhand, the state is planning to implement UCC in within the next two months as soon the Committee will talk to the people and take suggestions from the public.
Uniform civil code (UCC) is one that would provide for one law for the entire country, applicable to all religious Committee in their personal matters such as marriage, divorce, inheritance, adoption etc.


Article 245 and Article 246 of the Indian constitution empowers the central and state legislature to implement laws
Article 245 Extent of laws made by Parliament and by the Legislatures of States

(1) Subject to the provisions of this Constitution, Parliament may make laws for the whole or any part of the territory of India, and the Legislature of a State may make laws for the whole or any part of the State

(2) No law made by Parliament shall be deemed to be invalid on the ground that it would have extra territorial operation
The power to make laws between center and states has been divided into three list Union list, state list and concurrent list which is given under 7th schedule of the Constitution.
Center while keeping in mind these list may make laws for the whole or any part of the territory of India. Similarly, the state may make law for the whole or any part of the state.
Under the heading of DPSP, in Article 44 the Constitution lays down that the state shall endeavor to secure a uniform civil code for the citizens throughout the territory of India. Article 44 direct the state for implementation of UCC.
In Shah Bano Begum case, 1985, chief Justice Y.V Chandrachud observed that Parliament should outline the contours of a common civil code as it is an instrument that facilitates national harmony and equality before the law.
The great success of UCC in Goa has encouraged states government to think in the way of Implementing UCC in the state. The State Government has constituted five member committee headed by retired Supreme Court Judge Ranjana Desai. Other member of the committee are retired High court Judge Pramod kohli, retired IAS Shatrughan singh, social activist Manu Gaur and Doon University VC Surekha Dangwal. Committee is working forward to implement the UCC in the state.
