NEW NEGOTIATIONS: HELD ON A GLOBAL PACT TO REDUCE PLASTIC POLLUTION IN NAIROBI

On November 11, 2023, member states convened preliminary meetings for the third Intergovernmental Negotiating Committee (INC-3) session, which aims to produce an international legally binding instrument on plastic pollution. On November 12, 2023, a regional meeting was held. The United Nations Environment Programme (UNEP) headquarters in Nairobi, Kenya will host the session till November 19, 2023.

The second meeting set the foundation for this session by assigning the INC secretariat to create a synthesis report and the zero draft of the negotiating text. The third session was on November 13, 2023, in Nairobi, and talks and negotiations were based on the zero draft.

Concurrently, the synthesis report will be examined, which is an assemblage of topics not addressed during the second session and is derived from member states’ pre-written INC-3 responses. A few member states’ demands during the second meeting on the preamble, scope, and definitions will be discussed with the aid of the synthesis report.

Iran made a big news at the preliminary meeting: the creation of a Global Coalition for Plastics Sustainability. The statement came as the co-facilitators encouraged interventions.

Concerns regarding this declaration were voiced by Chile’s delegation, who emphasized how odd it is for an unofficial group to intervene during scheduled speeches by regional groupings. As the High Ambition Coalition’s (HAC) antithesis, the Global Coalition for Plastics Sustainability has positioned itself. The secretariat and civil society organizations recognize the semi-formal status of the HAC, which is led by Norway and Rwanda.

An important milestone was India’s submission of a written pre-meeting statement for the first time since the negotiating process started. This is a major turnabout, reflecting the large polymer-producing nation’s long-overdue admission of and commitment to the negotiation process.
