In the second half of its meeting on Friday, the Delhi Legislative Assembly is scheduled to address the Government of NCT of Delhi (Amendment) Act, 2023.
A Bill that sought to replace the Centre’s Ordinance regarding the management of Delhi services was introduced, passed by both Houses of Parliament, and then received presidential assent to become law.
Sanjeev Jha, Bhavna Gaur, and Akhilesh Pati Tripathi, members of the ruling Aam Aadmi Party (AAP), will open a debate on the Central Government’s undemocratic decision to enact the NCT Amendment Act, 2023, which completely disregards constitutional provisions and a Supreme Court ruling in order to limit the powers of the elected Delhi Government.
In the meantime, AAP lawmaker Saurabh Bhardwaj claimed on Friday that the central government intends to dominate bureaucracy in the nation’s capital, torment the people of Delhi with the aid of bureaucrats, and stall all development projects. This was in advance of the discussion over the Delhi Services bill.
“The national government desires to regulate Delhi’s bureaucracy. With the aid of bureaucrats, they intend to intimidate the residents of Delhi and put a stop to all activities that promote progress. The law’s primary intent, according to him, is to prohibit doctor compensation, tests at mohalla clinics, pensions for the aged, and OPD counters of government hospitals for months.
Another element of the larger scheme behind the passage of this bill is the freezing of funding to the Delhi Jal Board in order to impede the cleaning of the Yamuna. At the direction of the central government, authorities have planned the conspiracy. The central government wants to oversee Delhi’s officers for this reason, he continued.
On August 7, the Parliament approved a bill giving the Lieutenant Governor authority over Group A services in Delhi, including decisions about appointments, transfers, and postings. After a vote in which 102 lawmakers opposed the Act and 131 supported it, the Bill was approved.
